Water damage in military housing: what tenants should know
We have worked base housing at Fort Irwin since the company started in 2014, and the pattern repeats. The water damage itself is ordinary. What makes these jobs different is everything around it: who you report to, who authorizes the work, who pays, and what happens if you are posted out in the middle of it.
Report it immediately, in writing
Call the maintenance line, then follow up the same day with something written — an email or a ticket in the housing portal. A verbal report with no record is the thing that causes disputes months later, particularly if the damage turns out to be long-running.
- Note the date and time you discovered it and the date and time you reported it.
- Keep the ticket or work order number.
- Photograph everything before anyone moves anything.
- Write down the name of whoever you spoke to.
Know what the two insurances cover
The structure is the landlord or privatized housing partner’s responsibility. Your belongings are not.
| Covered by | What it covers |
|---|---|
| Housing partner / landlord | The building itself — drywall, flooring, structural drying, repairs |
| Your renters insurance | Your furniture, electronics, clothing and personal items |
| Neither, often | Damage judged to be caused by tenant negligence |
Renters insurance is inexpensive and routinely available to service members. If you do not have it, the structure gets repaired and your belongings do not.
Documentation matters more here
In private housing the documentation is for an adjuster. In base housing it is also for a move-out inspection that may be months away, conducted by someone who was not there when the pipe burst.
- Photographs of the damage before any work starts, with visible date stamps.
- A copy of the work order and the scope of work performed.
- Moisture readings from the drying phase, showing the structure was dried to standard.
- Photographs of the completed repair.
- Every email in one folder.
If you inherited the damage
Staining on a ceiling or soft drywall near a shower on the day you move in is not yours, but it becomes yours if it is not on the move-in inspection. Photograph anything that looks like past water damage during your walkthrough and get it recorded on the form before you sign. Old water staining and fresh water staining are distinguishable to anyone who does this for a living, but not to a checklist.
If a PCS is coming up
An unresolved water damage claim is a bad thing to leave behind. Before you leave, get written confirmation the work is complete, a copy of the final moisture readings, and a signed move-out inspection that references the repair. If drying equipment is still running in the house, say so in writing rather than assuming the next occupant will deal with it.
We are used to working to a PCS timeline and to documenting for a housing office rather than only for an insurer. If you are up against a date, say so on the first call and we will tell you honestly whether it is achievable.
